Monaco says Arsenal are free to sign Moutinho. But do Arsenal need him?

Joao Moutinho has been given the green light to join Arsenal this summer after Monaco revealed he could leave the club, reports the Daily Express.
With the Ligue 1 club currently implementing cost-cutting measures, the 28-year-old, who has also been linked with Manchester United, has been put up for sale, according to reports in Portugal.
Arsene Wenger’s side have emerged as possible suitors for the £110,000-a-week Portugal international, who has revealed his desire to play in the Premier League in the past.
However, they could face competition for his signature from Porto and Zenit Saint Petersburg, who are both thought to be interested in Moutinho.
